Steven Moe is a Partner at Parry Field Lawyers with a focus on ‘for purpose; organisations including charities, companies and impact investors.  He is on the Charities Services sector group, the XRB Advisory Panel and has worked as a lawyer for 23 years including 11 years overseas based in Tokyo, London and Sydney.  Steven hosts seeds podcast which has a focus on people doing inspiring things which has 415 episodes and another on governance for the Institute of Directors called Board Matters.


Luke Strom is the Chief Operating Officer of Community Finance and Positive Capital. He is passionate about creating positive social outcomes through impact investments, primarily through the delivery of social and affordable housing at scale.  Before joining Community Finance and Positive Capital, he practiced as a property and commercial lawyer.


Roy is co-founder and managing director of New Ground Capital, a specialist impact investment manager known for pioneering New Zealand’s institutional build-to-rent housing and impact investing sectors since 2014.

Over the last 30 years Roy has founded and grown businesses spanning prefabricated housing, investment management and hospitality.  

Aside from his business interests, Roy has held senior roles in banking and investment, including a global management position at Deutsche Bank, and a national management role at Westpac.

A keen outdoorsman concerned for the future of our natural environment, Roy and his wife own and operate the Mamaku Point Conservation Reserve on Stewart Island.


Jamie leads the Soul Capital team drawing on his expertise from a career in entrepreneurship, strategy, and growth across private, non-profit and social enterprise sectors. He is a Senior Lecturer of Innovation and Entrepreneurship at the University of Auckland Business School where he leads research into social innovation and impact investment. He sits on the National Advisory Board for impact investment in New Zealand, and the Board of Ember Wellbeing Trust, a community mental health provider, and chairs its ventures arm, Ember Innovations.

Heiko Jonkers has over 20 years’ experience in banking and finance, with a strong background in risk management, credit, and strategic planning. He has leveraged his experience to develop several product innovations designed to make homes more affordable.  His career trajectory led him to develop a deep interest in affordable housing and the crucial role banks can play in supporting this vital sector. Today, Heiko leads the affordable housing strategy at Westpac and is recognised as a thought leader in affordable housing. His insights and leadership continue to shape the conversation around how financial institutions can better serve communities and promote affordable housing initiatives.


Ready, Set, Grow!

This workshop will share insights from the Growth Readiness Assessment (GRA) project delivered by Hornsby & Co. for Community Housing Futures in Queensland, Australia in the first half of 2024. Participants will learn about the process to identify the strengths and gaps for an organisation and the key aspects to consider when getting ready to grow. Participants will undertake a high-level assessment of heir organisation for two of the themes used in the GRA.  Participants will gain an understanding of what an organistion needs to get ready for growth and the skills and knowledge to assess their organisation's readiness for growth.

Rachel is the Director of Hornsby & Co. and oversees all facets of the organisation from research to stakeholder engagement, policy development, and preparing recommendations. 

Hornsby & Co. has worked with more than 30 community housing organisations across Australia. Rachel has more than 20 years’ experience, including at an Executive level, in local government and community housing in Australia and New Zealand. She has also supported organisations to explore whether to become a community housing organisation. Rachel’s insight to the complexities of community housing plus her understanding of the drivers of the development and local government sectors means she brings both a holistic and pragmatic approach to research and projects. 


Legal Structures

Charities, companies and limited partnerships as housing providers, or having a number of entities under one umbrella entity, are becoming more common.  This session will explore different legal structures for community housing organisations with a panel speaking to why they settled on a structure or changed to a different one.  Participants will learn about different legal structures and how they could maximise these to achieve the desired housing outcome i.e. bringing together different parties through an LP structure, or having separate entities to do different aspects of their projects (i.e. some will be charitable, some won't).

Judith joined Parry Field in 2014 and was appointed as a Partner in 2022. As one of our Commercial and Property partners, Judith’s legal practice is varied.  She has a particular interest in property developments from acquisition of land, development of the land including subdivision and then construction.

A particular passion for Judith is Community Housing. This passion was sparked from a governance role for a charitable trust developing and providing social housing units.  Judith is one of the leading experts in the Community Housing legal space and regularly speaks and shares knowledge in this space.

This workshop will provide you with tips and techniques for cost effective developments and assessing project feasibility.  Learn how to get started and remain on the right track to deliver great new homes.

Judith has over thirty years’ experience in the construction industry as a registered architect and project manager, including extensive experience delivering community housing projects.  Judith provides strong, effective project leadership throughout the entire life of a project, from feasibility and design through to handover of the completed development. 

Judith is co-director of Rangzen Pro, a project management consultancy delivering projects exclusively for not-for-profit and social services organisations including community housing projects for CHPs.


Site Selection and Engineering Resilience

The workshop will focus on bringing together and sharing our urban development experience and expertise on site selection for new, resilient urban infrastructure, in particular for new community housing. Attendees will leave with a high level understanding of the key factors to look for in site selection as well as an understanding for the design, consenting and implementation phases of development.  This includes identifying risks alongside strategies and best practices for ensuring new community housing is built in the right locations and to be resilient.

With a passion for watching projects come to life and new communities emerging, Angela has over 19 years of experience working in urban development both here in Aotearoa and in the UK.

Having previously worked in the public sector and now as technical lead and team leader here at HG, Angela loves people and has a collaborative approach to work.

As an Auckland branch committee member for UDINZ, Angela is at the forefront of urban development.

What does she like to do in her spare time? She loves to travel with 43 countries under her belt already! And when she’s not travelling, she’s cooking.


Neil has over 30 years’ experience in the planning, design and delivery of residential, commercial and industrial developments in New Zealand and the United Kingdom.

Neil is experienced in all aspects of urban development and civil infrastructure, with a focus on strategy and the big picture, he likes to ensure that his projects are designed to stand the test of time and benefit all stakeholders.

He has significant experience in both design and construction of earthworks, sediment control, drainage, pavements, water supply and services associated with urban development projects.


Unlocking the Value of Asset Management through Collaboration

This workshop will explore a collaborative approach to sharing asset management knowledge and tools with the community housing sector.  Participants will learn the fundamental principles of asset management planning and how these principles can be tailored to meet the unique needs of their organisation. This includes insights into long-term planning, data-driven decision-making and aligning asset strategies with organisational goals. Through case studies and shared experiences, participants will leave with practical knowledge and actionable strategies they can implement.

Mitch Miller brings eight years of experience in asset management, with a strong focus on the community housing sector. Throughout his career, Mitch has worked extensively with Community Housing Providers of all kinds, helping them develop fit-for-purpose asset management systems and plans that align with their goals. Formerly a Senior Project Manager, Mitch has led numerous complex projects including software implementations, condition assessments, authoring of Asset Management Plans and maturity assessments. His deep knowledge of asset management principles, data-driven decision-making, and sustainable asset planning ensures practical, actionable solutions. 


Matt Abbott is the Service Delivery Manager for SPM Assets New Zealand, with over 30 years’ experience in engineering and asset management in the public and private sectors. Matt has led the successful delivery of multiple large-scale projects throughout Aotearoa for SPM, including the onboarding and the authoring of key asset management documentation for new customers. He is also on the SPM panel for Asset Management Maturity reviews in the tertiary sector for the TEC. With an extensive background in engineering management, maintenance, and projects, Matt understands in depth the various key elements of asset management. He finds assisting organisations, wherever they are on their asset management journey, towards achieving their objectives particularly rewarding.
